Diplomats have immunity, and they are not legally liable for parking tickets under US law. Just as our diplomats have immunity everywhere else in the world.

Meanwhile, our government is insisting that our troops should be immune from any prosecution for crimes committed in Iraq, even while they are off duty, no matter how serious the crimes might be.

I say this only because I think considering the question from more than one angle leads to a better perspective on it.
