I don't think the ban should be permanent. As one market participant said, if short selling is banned, then long buying should be, as well, and that would mean that everybody should just close up shop, and go home.
Short selling should be allowed in a free market IMHO, as long as it is done in the proper regulated manner. I feel that manner is on an uptick, and only with borrowed shares.
The SEC was asleep at the wheel when it did away with the uptick rule, and didn't put forth its best efforts to stop abusive naked shorting.
