You are quite right in making the distinction between shorting and abusive naked shorting. I totally agree that the SEC should allow shorting but not abusive naked shorting. The SEC should make a clear and permanent distinction between the two.

As to the temporary ban on shorting of 799 financial stocks until Oct. 2, unless extended, I think that the SEC is just trying to calm the unusually violent market.
