Reagan's deregulation of the banking system, via the 1982 Garn-St Germain Depository Institutions Act, was the precise cause of the Savings & Loan catastrophe by 1990. Some humans are periodically seized with the delusion that prudent banking practices do not have to be enforced in order to maintain a sound banking system. No matter how many times they are beaten up and left for dead by the side of the road, they still periodically develop amnesia and believe that banking deregulation is desirable. .
