The NY Times today did an article on this yesterday and said, in part, Bush, to his credit tried to rein in some of the excessive lending policies going on Fannie & Freddie and that the Democratic Congress wouldn't let him because they "wanted to get people in houses".

Additionally, the Glass-Stegal act that separated the functions of banking and investing was repealed in 1999 under Clinton's Administration.

The gist of the article was that both sides had a part in paving the road to financial Hell.
