I think, but am not sure, that Fannie & Freddie can impose lending requirements (on what kind of loans they will accept) and if they don't approve a type of loan no one in the entire banking system can use that type of loan--therefore they have supervisory power over the entire mortgage lending industry--if I'm right about my premise.
