Solid programming concepts are best described as logic. They can only be decoupled from the lanuage as far as very basic logic goes.

For example, while I consider OOP a KEY concept today, you can't teach OOP with C, and therefore the language is a little more than "mechanical".

For example at work we have to go through many things when it comes to programming, one of which is legacy code written in Fortran. While fortan had all the pricinipals of structure down pat, it has prevented us from moving to a strictly OOP methodology (luckily we are getting rid of th .ftn as I speak).
