It was from the IL Senate. And it wasn't a smart idea. It would mean any statements made not on videotape don't count. So if a defendent screws up and confesses or even gives away info when initially arrested or later - as long as a camera wasn't running, it doesn't hurt him.

Another way to make sure the system bends over backwards to let people off.
