"Not if they are losing on every sale. They would get to zero pretty quickly if taking a 50% haircut each transaction." Read the document carefully. There is no limit on the amount of money they can borrow or spend. The only limit is that there cannot be more than $700B on the books at "any one time." Big difference, eh?
