No, the meaning of the verse I cited is that both good and bad things - rain, disease - happen to all. They're generally not the result of either divine punishment or favor.

whether or not you get rain has nothing to do with how good/bad you have been but rather with humidity and weather patterns, then you are already using the Buddhist perspective.

Actually Buddhism says that good and bad things that happen to you as a result of karma you've created by past actions, including those in past lives.
