Not exactly the case. All we have is Mr. Davis' word. And that hasn't exactly been sterling. He, for example, has been claiming until the article came out that he hasn't had any contact with Freddie Mac since 2005. Personally, I think $150000 a month is contact.

So, is he telling the truth at the moment? Who knows?

And that also ignores another issue. He is still part-owner of the company regardless of whether or not he is getting any cash from it at the moment. And $15000 a month for no expenditure of resources by the firm has added value to it.

Giving that Mr. Davis has done his best to obscure his relationship with Freddie Mac, like why his firm was being paid $15000 a month in the first place, taking him at his word is a fool's gambit.
