The biggest problem with the dishonesty in the market place could best fall under "investor apathy". There are so many people that don't believe the market is rigged. If you have seen the posts on Yahoo. There is a huge number of investors that believe the market is on the up and up. Every year we get a new class of new investors that have not taken the time to get to know the market and understand how it works. Unfortunately the only way to stop the corruption which is common place, is with more oversight.I would think that there should be some way to screen transactions to make sure there is an order backing up every trade. I would think that a requirement of a performance bond to insure legitimacy. Because this is money issue, the only way to curtail this would be a system that quickly fines the broker and the market maker for irregularities. Repeat offenses should be a loss of license.
The market has gotten so large and so complicated that I am afraid the SEC does not have the staff to bring everything under scrutiny let alone prosecute the run of the mill thievery. The hardest line to embrace would be that before an investor can purchase stocks he or she should have to prove they understand the market and know the consequences involved. We need to have an investor group that is more sophisticated whether it is through computer use, better investor software or a requirement of proved investor knowledge. We go through classes to get hunting licenses, drivers licenses and maybe we should have investor licenses.

As usual this is just my humble opinion.
