How about killing three birds with one stone?

(1) Give the $700B to the Social Security Trust Fund (Yeah, I know it doesn't really exist)

(2) SS Trust Fund buys the toxic paper at a steep discount and holds for future profit. Bill Gross manages it for free.

(3) Repubs get their wish of having SS participate in the Great Wall Street Game.
