*some* of what appears to be incompetence in reality are systemic flaws. That is, a brilliant person reports for her new gov't job on Monday and by Friday she has a gun to her head.

Of course, with that sort of system, eventually the smart people leave, driving any normal person insane. So... I think I made your point.
