I agree with you, up to a point.

The reality is, if an arrangement isn't made to deal with the 'unjust enrichment' issue, a deal just isn't going to get done.
Unreal or not, both sides have to agree a simple principle, and quick.

The Senate has always had, and sometimes displayed, the ability to veto or delay essential legislation just because they feel like it.
They are simply not going to agree to $700bn, no strings, whatever you or I feel about it.
We may feel that they are seeking to re-arrange the deckchairs on the Titanic, but if they have to be allowed to do that in order to get them to alter the ship's course, then so be it.
