Pointing out the large cost of regulations, and the harm they do, isn't the same as saying "we shouldn't have any regulations.

The point is we should try to minimize the cost and harm, while maximizing the benefits. Go for the low hanging fruit, while dropping regulations which do nothing to prevent harm or which prevent a tiny amount of harm at an enormous cost.

And the post wasn't just about regulation, but also taxes. The taxes generally aren't enough to significantly discourage energy use, people still have to heat their homes etc. And other than a possible slight decrease in energy usage they do nothing to clean up emissions or increase safety. But they do add significantly to the cost paid by consumers.
