"They where not a way that an American president could have effectively communicated to the American people. " No, it wouldn't be a viable medium for that. It still doesn't change the fact that claiming that there was no TV in that time frame is false. And anyone who claims such in this context is as wrong as Biden was when he made that statement. Biden's biggest problem is that he wings it sometimes.
