There where no presidential broadcast to the population at the time, also FDR wasn't president yet, so Biden's comment about how FDR would go on TV to talk to the people at the time was pretty stupid. True too much can be made about gaffe's. Its not worth a ton of attention, people who talk all the time will occasionally say something dumb.
