The SEC could do better, but I'm not so sure that I'd look in that direction for the primary culprit. A bigger issue might be the fed. Easy money helps cause booms and busts. (Although they do have a hard job, because if money becomes to dear, you can cause the bust without the boom). And keeping the government from intervening so much to extend mortgage to more and more people would be a start.
