Well, the first part of his response is correct, the second part remains to be seen since we don't know if we are going up or down from here. But some would argue that selling after a large decline isn't the best strategy for the long term.

But admittedly, the question as to "why" wasn't answered. I'd like to know "why" too. But I guess Brinker won't share this information for whatever reason.

I'm not a big fan of market-timing, from Brinker or anyone else. it's Brinker's other advice which I have found helpful. Although I did profit by putting a lump sum in back in March 2003 on Brinker's advice. But Brinker's best advice for me is the 4% rule. This advice saved my butt back on 2000 when I had lots of money in a single high tech company which later lost most of its value. I didn't go to 4%, but I reduced my holding significantly.
