I'm sure there are and will be excesses in each campaign, but I don't see what the issue is here; each campaign has hundreds of operators trying to correct false statemetns, and put a positive spin on the issue of the day. The real issue IMO is the use of the US Justice Dept to tamper in politics, to which Mr Rove & others have yet to explain their actions.
