US index futures mildly red, so maybe if/when this $700 billion handout is voted on and rubber stamped the markets may get that bump I'm looking for.

I wonder how many will use this opportunity to sell into the probable rally?...

Certainly nothing (in the real world) will change overnight, or maybe even a fortnight.

Of course, the markets will change.

And what reality is that?
