Trying to put all the blame on Carter, is totally ridiculous.

Saying the root of the problem go back to Carter, isn't putting all the blame on Carter.

There is plenty of blame to go around. Various members of congress from both parties, presidents since Carter, regulators and administrators at various government and quasi-government organizations, and a large number of private sector actors all deserve blame.
