Because his constituents phoned him and told him to vote No; but Nancy Pelosi is supposed to control her majority members of the US House. Republicans are historically more fiscally responsible, therefore it's not a surprise when they vote No to a non-free market bail out bill. Democrats LOVVVVVVE large government spending programs, which is basically the reason the mortgage meltdown occurred, so it's natural to wonder why they didn't follow Dem Speaker of the House Pelosi's request.
