The underlying reason is an environment where government is viewed as the problem, and free markets as the solution. In such an environment, regulators are fighting an uphill battle.

Additionally, the Bush administration has demonstrated that their way of fighting government is to inject their ideology. We saw that in the approach to the 'reconstruction' of Iraq, the DOJ, FEMA, the environment, energy policy, etc. They truly believe that government IS the problem, and have done all they can to disassemble these agencies by manning them with anti-government/proprivitization zealots.

Now, we are stuck with the consequences.
