Richard Scott was the CEO and architect of Columbia. When the Medicare issues started, Thomas Frist Jr., who was on the board, pushed for, and finally got, Scott's resignation. The Frists eventually took control of the company again, and HCA now has a strong, pervasive department of ethics that other hospitals (including Vanderbilt) copied.
