I am too, even though I am retired, do not receive either of these benefits yet, and would have to return to work if there were not a date when they could be expected. I could do this because I have no debt.

But most of the people reliant on Social Security and Medicare, with debt, can not survive such a move. A painful sacrifice to you and I may mean death to many others. Do you suppose Darth Cheney is war-gaming this possibility?
