"Vegetable" oil is a very strong hint that it is bad.

That's my take, too. I avoid anything labeled as vegetable oil. But in the situations I've experienced, it might just be ignorance of the subtleties or the language barrier. I don't expect someone with broken English to be able to differentiate between safflower oil and canola.
