If financial markets don't improve, the recession could be a serious one

Isn't a recession necessary to make the economy stronger in the big picture? Why is it "courageous" for the government to take steps to put off the inevitable and make it likely to be worse when it finally hits?

Not trying to mock, but definitely trying to see the big picture here.
