I know that rules change. Sometimes for the better - others for the worse. But we still need to obey the rules - certainly those that have weight of law.

Non-sense. In the current credit crisis, we will be able to find wrongdoers. But it is misguided to attribute the entire mess to wrong doers. You make this same mistake when you point to a couple of crooks from the S&L collapse and act as if they caused it.

The current credit crisis is largely a function of tight liquidity and too-high interest rates. That may not fit with your victimization needs but it is true none the less.

Would you rather that people were allowed to not pay for what they buy?

No, people agree NOT to overdraft. When they do - they suffer the consequences. In doing so, they subsidize the costs of the business and thus benefit others who do not break the rules.
