Actually there is no real requirement of congressional oversight of Fannie Mae and Freddie Mac, its just that the Democrats keep promoting bills for them. Some get attached as riders during the Republican period because the Republicans could not overwhelm a filibuster. Of course all gloves are off when they are in charge. Yeah the President can veto, but these get attached as riders to say Iraqi war bills.
