Its been addressed so many times - here for instance:

He said the VP was defined in ARTICLE I. Well, the VP's role in the Senate is laid out in ARTICLE I, so that's not entirely inaccurate.

But BIDEN was inaccurate when he said the VP's only role was tie-breaker. He is the president of the Senate at all times, except when absent or acting as President. The Senate is empowered to appoint a President pro tempore in his absence. Just because the VP only shows up for ceremonial occassions and tie-breakers and lets the pro tempore run the house doesn't mean the VP is toothless.
