This viewpoint stems from the notion that things can't possibly get any worse. (Or that if things do get worse, it's all Bush's fault.)

When you realize that one half of the problem is going to take over two branches of the federal government (and put the third squarely within its own sights), you're going to view this no differently than a corporation where one failed CEO is replaced by another failed CEO.
