The Republicans never controlled all of government. They didn't have enough of a majority to effectively keep the Democrats from blocking them.

Also the Republicans are hardly monolithic. Different Republicans push for different things, they don't even control themselves in a unified way, much less all of government.

Its naive and/or unfair to say Barney Frank was solely at fault. But he was certainly a major player on the negative side here.
