A distinction without much of a meaning.

Prior to the Great Depression... we had no federal government programs promoting individual home ownership.

No Fannie, no Freddie... no 30 year mortgages.

As a direct RESULT of the government programs and policies making long-term mortgages more available and affordable home ownership in America moved to lead the entire world (in the percent of our population owning the home they live in).

Government policy produced the home ownership level we have now.
