The insurance policies where not fake, they did pay out in a number of cases. But they where not able to deal with the collapse of the whole market, only with isolated failures or moderate problems in the whole market. If the original mortgages where less questionable, than the insurance would have been on more solid ground.

Certainly the companies insuring the mortgage backed securities played a big negative role, but they where the sole or overwhelming source of the problem. All of the parts fed in to each other negatively, including the insurance.
