Since there are other sources of the secondary market for mortgages, the idea that "the existence of Fannie/Freddie making an after-market by buying up 'conforming 30 year fixed rate mortgages' is what ENABLES the existence of 30 year fixed rate mortgages", is rather questionable, assuming that "is what ENABLES", means "is the only thing that ENABLES", or at least that there would be no enabling and no mortgages of that type without those organizations (and more to the point without those organizations either being part of the government, or having the backing of the government)

But... if your aim is to greatly reduce the level of home ownership in America

My aim is not to have "an aim" in the sense of an official government policy backed by intervention to achieve it, in regards to home ownership in America. In other words not to have a "central plan" in this area or just about any other. I'm a strong opponent of trying to centrally plan economies.
