I guess what I meant is that you can't force someone to do something when their better judgement tells them not to, and not protect them from the consequences. There is just no way that the Fed can write these loans on their own. They need to leverage the existing credit system infrastructure...i.e lending institutions. But what they can do is insure properly underwritten commercial loans that meet specified criteria, thereby reducing the risks of default.
