The decision to buy CP is far more significant than a cut. The money for the CP comes pretty close to helicopter money. The Treasury will issue special bills, which it will pass on to the Fed, and then the Fed will create money to buy the CP. So, as long as this program is in effect (at least until April next year) we will get this extra injection of money into the economy. What is particularly puzzling at this point is the strength of the dollar.
