As always, great charts, RtS!

Look at the spikes in the Nasdaq New Lows chart since they've eliminated the downtick rule last September. The steady frequency in spikes is a telling image. 4 massive spikes since the beginning of 2008!

I agree with Paul that the rule needs to be reinstated ASAP. I do not think its a coincidence that the rule was removed right before the biggest meltdown/bear raids of US banks since the great 1929 crash!

This is the responsibility of the SEC and I strongly believe that they have not only contributed to the mess we're in but they've completely failed in their #1 appointed task of policing the equity markets. Since confidence in the markets is required for the them to function properly, it is no surprise that, under the current SEC, we've just reached a ten year high spike in the nasdaq new lows count!
