No that is hardly a good word. They have a lot of regulation. Some of it good, some of it not so good.

While some additional regulation in addressing specific points may have been helpful, a lot of the reasons for the current problems go back to regulation, and beyond just regulation, to law, and to political pressure. Of course given the perverse incentives by government, private sector operators ran with them to a massive extent, even to the point of acting foolishly in the context of those incentives. But blaming the problem on deregulation or "unregulation" is ridiculous.
