The Vice President serves at the pleasure of the President and as the President of the Senate. The Constitution directs that s/he votes only in a tie situation. That doesn't mean s/he can't be used as the President's emissary to the senate--it's a flexible office, each Pres assigned different levels of responsibility to their VP. Last night during an interview, McCain said he would specifically assign Governor Palin to use her valuable energy expertise in a major initiative to find solutions that render the US energy independent.
