Congress deserves the lion's share of the blame for the financial collapse. If congress had not forced weaker lending standards on financial institutions, the mortgage bubble would never have formed. The norm for decades following WWII was that each family saved for yrs in order to accumulate a down payment to purchase a home. Once the Democrats who managed Fannie/Freddie threw caution to the wind in the name of their buzz word 'fairness', US taxpayers' fate was sealed.
