The bulls and lambs were special being "without blemish" and were offered by qualified Priests in the Temple built for that purpose and were accepted by God as a covering for sins for one year under the Law which God had established with the Hebrew people. The Law established that it was an acceptable covering for sins. When Jesus shed His blood it fulfilled the Law and no more offerings for sin were needed. Jesus was the fulfillment of the Law. Because the Law is fulfilled it is no longer in operation. Now we are no longer under the old Law "of sin and death" which was the Law of the Hebrews. Now we are under the Law "of the spirit of life in Christ Jesus". Romans 8:1-2. The old Law was the "first covenant" between God and man and this new Law of the spirit of life in Christ Jesus is the "second covenant", the first covenant no longer applies.

The word says the life is in the blood. The old Law established that giving a life could cover sin. When Jesus shed His blood, giving His life for us, the Law was already in place and His blood given covered all sin for all time. Then God raised Jesus from death and now He sits at God's right hand in heaven. And all those who use their faith and believe receive forgiveness.
