This suggests that improving bandwidth to the home via cable-TV or satellite modems may not give users much of an improvement over 56 kbps modems until Internet throughput is improved.

The article point out so many variables like where you can have a factor. When I run two ISND b-channels the comparison to analog is something else. All sites come in much faster, of course I'm excluding a site with a serious server problem. As far as downloading files go the difference is amazing. Glenn uses a cable modem and his experience completely contradicts this statement. The backbone is under constant evolution. I don't know, I guess it must come down to where you live.
If ISDN was not substantilly faster than analog I would have dumped it long ago.
