after the south ceded they were under negotiations with the north over what they would pay for each fort, Lincoln said all forts would remain the same until the negotiations were over. A union General(Anderson) under the cover of night sent a force from Ft. Moultrie to Fort Sumpter(which was empty because of construction) an act of War.
