I never noticed any difference in practice.
As a subject I don't feel inclined to slavishly praise the government of the day, or shout about how they're right when they're blatantly wrong.
And the French and Italians are citizens. So I don't feel it has to carry more respect...

So (outside legalisms) what is the difference anyway?
