Ring implies more than one member. Looks like what we have is a gay guy paying a gay prostitute. In other words, this whole thing is inflated and distorted. No child prostitutes. And no ring. Just one prostitute who Franks had the bad judgment in letting him live with him. So yeah, I can see that being covered over. Like the Republican congressman from Louisiana with a taste for prostitutes and diapers. That has been covered over, too. This is a long way from what you claimed, though.
