An obvious lie as 33% do not pay tax's! Or do they get welfare?

I know you're a little dense hughie but once again, people who make less than $250k will pay the same amount of taxes they currently pay or don't pay or less. Now if 33% do not pay taxes, then they will not pay taxes going forward. I can't make it any clearer than that. If you still don't get it, talk to an accountant.
