please explain to me why you think there were no budget surpluses during the Clinton administration.

I voted for Bush Sr over Clinton in 1992 and then Dole over Clinton in 1996, but even I must admit that Clinton and the Congress at the time (mostly dominated by Republicans) got us to surpluses through a combination of increased taxes, sound economic decisions, and at one point Clinton even shut down the government until the Congress sent him a balanced budget.

So I have to disagree with your statement. In this case, the historical facts are clear. I am interested in why you think differently, though.
